对外刊管理业务流程的再思考

Rethink the Process of Foreign Journals Management

从实践经验出发,将外刊业务流程归纳为6个环节:分析需求、委托订购、订单结算、验收登记、阅览管理、装订典藏,并分析各环节的工作经验及存在的一些问题。而后总结其5个特点为:存在动与静的数据流、多个环节维护MARC、“重”采访咨询“轻”加工、个别内容可相对独立、要处理局部与整体的关系。认为业务流程梳理对招标、效率的提高均有重要作用。

Starting from the practical experience, the author reduces the process of foreign journals management into six steps： needs analysis, commissioned ordering, clearing orders, checking and registering, access management, binding and collecting. Then he expounds upon the work experiences and problems of every step and summarizes the process of foreign journals management into five characteristics as follows： （1） there exists dynamic and static data flow. （2）maintaining MARC is required in many steps. （3） should attach importance to the acquisition and consultation. （4） some individual step can be deal with independently. （5） the relationship between the part and the whole should be right considered. At last, the author thinks that rearranging the business processes have important roles in inviting public bidding and improving the efficiency.
