摘要
香港现时因静脉注射毒品而感染艾滋病病毒人数仍维持在低水平,但邻近地区吸毒者的感染率显著上升。香港戒毒会自2000年起推行“凤凰计划”,招募成功戒毒人士为义工,向街头吸毒者宣传预防艾滋病讯息。2006年再推行“星火行动”计划,为感染了艾滋病病毒的美沙酮服药人士提供服务,减少他们进一步传播病毒的机会。本文回顾滥用药物和艾滋病的关系和香港艾滋病病毒感染情况,介绍上述两项计划的成立背景、目标、内容和运作情况。
Hong Kong is blessed with low prevalence of HIV among drug injecting users. However, there is no room for complacency, given the recent outbreaks of the disease among drug injecting users in our neighboring regions. Since 2000, the Society for the Aid and Rehabilitation of Drug Abusers (SARDA) has been launching an AIDS prevention project known as “Phoenix Project”. The project recruits rehabilitated drug abusers to act as outreaching volunteers. It delivers AIDS prevention messages and passes AIDS prevention methods to methadone patients and street addicts. In 2006, another AIDS prevention project called “ Sparks Action” was introduced to provide services for HIV -infected methadone patients and to prevent the further spread of the virus. This paper attempts to paint a clear picture of the HIV/AIDS scene in the territory, with heavy emphasis on the correlation between drug abuse and the spread of HIV. The background, objectives and operation of the aforesaid two projects will be discussed at great length.
