关于收入初次分配制度建设的思考

Thinking on the Establishing of the First Distribution System of the Income

建立健全合理有序的收入分配制度,是构建社会主义和谐社会的一个关键环节。收入初次分配制度建设主要包括:保障劳动者充分就业的劳动就业制度、保障按劳分配收入的主体地位和工资正常增长的制度、生产要素所有者凭借其要素产权取得合理收入制度的建设。此外,还要加强保证初次分配有序运行的法律制度建设。

Establishing and amplifying a reasonable and orderly distribution system is the key link of building a harmony socialist society. The first distributing system of income mainly include：the empolyment system of ensuring each worker can get a job;the system of ensuring the three-dimensional position of distributing the income according to work and the normal increase of the wages ; the establishment of the system of the owners who belong to productive factors getting the proper income by factor property right. In addition, establishing the law systems that ensure the first distribution can work properly should be strengthened.
