十六届四中全会以人为本行政理念的提出,开创了我国行政科学研究的崭新境界,它体现了科学的行政精神、时代的人文精神和优先发展生产力的价值取向,也是构建社会主义和谐社会的根本要求。因此,我们只有努力实践以人为本的行政管理理念,才能实现社会主义和谐社会的美好愿景。

The humanity-oriented concept for administration was advanced in the Fourth Plenary Session of the Sixteenth Central Committee of the Communist Party of China, which creates a new field of scientific administrative research. As the fundamental requirement of constructing a harmonious socialist society, it reflects the scientific administrative idea, humane spirit of the time and the values of placing high priority on the development of productive force. Therefore, only by putting the humanity-oriented concept for administration into practice can we realize a harmonious socialist society.
