随着办公自动化和电子政务的兴起,电子文件大量产生并与纸质文件相生相伴。在这一阶段不仅要收集整理好传统纸质档案,更要根据电子文件的特点及时收集、整理好电子档案,为将来档案数字化打下基础;归纳找出了纸质文件与电子文件共存状态对基层档案工作的新要求,探索了纸质文件与电子文件共存状态下电子文件的收集、整理和归档保存,分析了纸质文件管理和电子文件管理的关系。

With the advent of automation of office work and electronic government affairs, a large quantity of electronic documents and paper documents coexist. At such a time, it is necessary to collect and put in order traditional paper archives. It is even more necessary to timely collect and put in order electronic archives in accordance with their characteristics, pave the way for digitalization of archives in the future. The paper discusses the new requirements for archive work when paper and electronic documents coexist, investigates the mechanisms for time collection, arrangement, classification and storage of paper and electronic archives, and analyzes the relations between paper document management and electronic document management.
