高校与地方共建学习型和谐社区是社区自身精神文明建设的需要,是新形势下高校德育工作的需要,是社区与驻区高校精神和谐共建与良性互动的需要。实现社区与驻区高校共建学习型和谐社区法制化,首先必须制定与完善相关法律,做到有法可依;其次开展法制宣传教育,提高社区居民法律意识;最后完善社区与驻区高校的法律服务工作。

The co-construction of study-oriented communities by colleges and local administration is the need for the building of spiritual civilization of communities, the need for the work of ideological education in colleges under new situations, and the need for the spiritual and harmonious co-construction and benign interactivity of communities and colleges located in communities. To realize the legality of building study-oriented harmonious communities by both communities and colleges, firstly, relative laws should be planned on and perfected, so there are laws to go by; secondly, popularization and education on legality should be carried out, so that community inhabitants＇ legal consciousness can be enhanced; finally, legal service in communities and colleges should be perfected.
