今年的"两会"将民生问题列为中心议题,体现了"以人为本"的思想。民生一向在中国受到广泛关注,也是中国共产党为之奋斗解决的主要问题。陈云是中国社会主义经济建设的开创者和奠基人。民以食为天是陈云经济学思想的出发点和落脚点。从而形成了独具中国特色的以民生为核心的陈云经济学理论。文章详尽地分析了陈云无论在民主革命时期,还是社会主义建设时期都把改善民生、关注民生始终作为我们党夺取政权巩固政权的重要前提和根本保证。重温陈云关心民生问题的精神,贯彻落实两会精神,民生问题得到妥善解决,民心才安,民心安,社会才能稳定,国家的经济建设、文化建设、政治建设、国防建设才能顺利进行,也才能谈得上建设和谐社会。

Chen Yun was one of the founders and inaugurators for the socialist construction in China. He was born in poverty, and grew up during the period of economic construction in a poor country. To change the misery was his motive for revolution, but also became his springboard of the economic construction. Therefore Chen Yen formed his opinions in economic theory, which paid much attention to Chinese civic life. It is of great practical significance to study Chen Yun＇s civic life theory, which will help us carry through the Suggestion of the 15thOct.Programming in the 5th Session of the 16th Central Conference of CPC. In the Suggestion, the people-oriented characteristics are shown by the acts and aims, which emphasize the attention and remodel to civic life, adherence to the concept of scientific development, construction of an abstemious society. Chen Yun＇s civic life theory doesn＇t go out; on the contrary it is the weapon for the stability of reign power, and the fortune for the construction of the abstemious society.
