摘要
〔目的〕建立1套完善的旅客及携带物检疫查验电子监管系统,提高检验检疫工作质量和效率,克服传统手工操作方式带来的检验检疫人员工作量大、效率低、应急反应慢等一系列弊端。〔方法〕采用分布式开发,数据同步采集,INTERNET及无线网络和条码技术,将分散的工作场所、数据和信息进行快速、准确、完整的整合。〔结果〕实现了国际间信息互通、检疫查验、监督管理、业务统计、检疫收费、视频监控为一体的网络化监管。〔结论〕该系统有效地提高工作效率,加强了工作的规范化、程序化;同时具备快速预警功能,提高了检验检疫工作人员应对公共卫生突发事件反应速度和控制能力。
Objective Quarantining and inspecting cross-border passengers and their belongings is an important component for entry-exit quarantine and inspection task.Therefore,the aim of this study is to establish a systematic elcetronic supervising system for the supervision and management for the passengers and their belongings,and to improve the work efficiency by reducing the work burden and enhancing the capacity for the emergency responses. Methods A multi-phases approach was adopted through simultaneous data collecting mechanism,and the integrated Internet with wireless technique and bar code technology was utilized in the work places,which greatly improved the timely data transmission,data accuracy and reliability. Results Through the application this electronic supervising system,the remarkable achiveements have beenscored in information sharing among international counterparts, enhancing health quarantine and inspection, statistics and management,as well as quarantine charges.Besides,the comprehensive video supervising network has also been improved. Conclusion This working system has greatly i, mproved work efficiency and the strengthened working procedures and standardization based on daily performance.Meanwhile,it also improved the capacities in rapid response the emergences through technique and management skill buildings among the quarantine officials/staffs in the regard.
