在简要介绍预警理论的基础上,明确了电力用户欠费预警的含义,构建了用于实现电力公司欠费预警的指标体系。针对每一个单项指标设立了合理的预警条件,对处于不同欠费状况的用户制定"事前"的电费管理方案,提供相应的决策依据,并通过算例模拟了预警的过程与结果。最后设计了实现电力用户欠费预警信息化管理系统的总体流程图。
