Combined with the trend of full implementation of engineering bill pricing mode and the lowest evaluated bid the meanings of preparation enterprise＇s quota are discussed. In this paper the principle, content and foundations for quota preparation are introduced. In view of the questions encountered in preparation process analysis is made in order to ensure health development of building market.
