循环经济理念下的城市土地利用规划方略

Strategies of urban land-utilization planning under the concept of circular economy

按照循环经济“减量化、再利用、再循环”的原则对城市土地利用规划的要求,借鉴国外循环经济发展模式,分析了我国城市土地规划中的用地效率、规划的可行性、协调性、系统性以及规划方案的前瞻性等方面存在的问题.提出了循环经济理念下树立由单一的资源利用机制向综合利用机制转变新规划观;在复合、循环利用城市土地,确保城市功能结构合理和良性运行的条件下,保持土地利用结构的平衡;有机组合城市土地空间,把城市经济、产业集群等内部有机关联的城市功能集中布局,形成高效的用地结构等城市土地利用规划的方略.

The existing problems are analyzed,including of efficiency of land-using,the feasibility of planning,the harmony, systematicaness and the prospective of planning, etc, according to the principle of the recycle economy,＂reduce, reuse,and recycle＂, requiring for planning to the urban land and drawing lessons from the development model of foreign recycle economy. It is put forward that the urban land general plan of utilizing planning under the recycle economy idea,such as setting up the new plan view,transforming the sole mechanism of resources using to the comprehensive utilization mechanism,utilizhing the city land compoundly and reuslly,to maintain the land utilization structure the balance,making city land space up organically,the urban economy,the industrial colony and so on internal organic correlation city function centralism layout,forms highly effective uses the structure.
