摘要
2004年以来我国出台了一系列粮食补贴政策,初步形成了综合性收入补贴和生产性专项补贴相结合的粮食补贴政策体系。以对种粮农民直接补贴、农资增支综合直补为主要内容的综合性收入补贴与以良种补贴、农机具购置补贴、最低收购价为主要内容的生产性专项补贴相比较,无论是在政策功能、作用机理上都存在很大差异,不能简单合并。因此,我国应稳定以综合性收入补贴和生产性专项补贴为框架的政策体系,重点加大专项补贴的范围和环节,完善政策操作方式。
Since 2004,China promulgated a series of food subsidies policy and initially formed a food subsidies policy system which combined with comprehensive income subsidies and production special subsidies.From the perspective of policy operations,various subsidies still have deficiencies which need to be further im- proved.Comprehensive income subsidies and production special subsidies have big differences in policy function and mechanism,so they can not be simply merger.From the practical experience of the foreign di- rect subsidies policy,we can find that comprehensive income subsidies and special subsidies are coexistence but no substitute for full relations.Therefore,China should stabilize on the policy system which forms com- prehensive income subsidies and production special subsidies as the framework,and also should specially fo- cus on the scope and tache of special subsidies increasing,and also should improve the ways of policy oper- ation
