The Petroleum Market Symposium, jointly sponsored by the IPE Editorial Board and the China United Petroleum Corporation, was held in Beijing on November 5, 1996. Thirteen experts offered their views on the 1996 international and domestic crude and product markets, as well as on development trends for the 1997 petroleum market. It was generally agreed that dramatic fluctuations in international oil prices were due to many reasons, with political factors, especially the Middle East policy implemented by the United States, most important. The world economy will continue to grow in 1997, creating a steadily rising demand for petroleum. The petroleum stockpiles of various companies will undergo moderate adjustments. Current high oil prices will stimulate crude production by the oil producing countries to some degree, and discourage unnecessary consumption by oil importing countries. Agreements between Iraq and U. N. to exchange oil for food will be executed. For these reasons, the general price of oil in 1997 will be lower than in 1996. China's petroleum market currently has little resistance to the impact of the international market, and requires the implementation of comprehensive countermeasures by the government in order to deal with problems of pricing mechanisms, storage capacity, transportation, industrial-commercial relations, and diversification of import sources.
