University student cadres are playing the bridge link and the assistant role in the political organizations between teachers and general students. Their consciousness and ability directly affect the developments of student activities. So this article enumerates six pieces of basic consciousness and capacities that student cadres should possess, and then proposes some approaches to develop student cadres from the four aspects of choosing, training, practicing, summarizing.
