地方政府政策执行力是地方政府政策过程中不可忽视的核心要素,决定着地方政府政策执行效率的高低。政策执行力弱化的成因主要包括政策执行中的自利性、机制缺损、人员素质欠佳、监督乏力等。基于善治范式与构建和谐社会的内在要求,创新地方政府政策执行力提升机制应注重优化公共政策决策机制、创新动力机制、构建共建共享机制以及完善利益均衡机制等。
