艾滋病的泛滥和蔓延已经成为严重威胁国际社会和平与安全的全球性问题。以联合国为主导,各主权国家在艾滋病防治方面初步形成了国际合作机制:建立全球性艾滋病防控监测机制、发展国际综合防治体制、援助发展中国家、明确国际共同规则与共同行动。随着防治艾滋病国际合作中非政府组织国际法律地位的确立,地区性合作与全球性合作、非政府间合作与政府间合作相互渗透,国际合作中人权保护的新发展,使国际法上的国际合作在新的时代背景下不断得以创新和超越。

The flood and spread of AIDS has already became the slobal issue that seriously threats the peace and safe of international society . Led by the United Nations, the sovereign countries in AIDS prevention and initially formed a mechanism for international cooperation ： the creation of a global AIDS prevention, control and monitoring mechanism, the development of an international integrated control system, the international co - operation and common rules. Meanwhile, with establishment of the international legal status of non - governmental organizations in the International Partnership against AIDS, and the new development of international cooperation to protect human rights, it makes the international cooperation on international law developing and innovating in the new times.
