摘要
以科学发展观统领地方政府绩效评估,内在要求地方政府绩效评估树立和坚持民众本位、全面协调可持续发展和全面标准、实践标准和群众标准等三个价值取向;地方政府绩效评估的基本框架应包括评估子系统、结果运用子系统和支持保障子系统;政府管理的科学化、规范化迫切需要地方政府绩效评估逐步实现科学化、民主化、制度化。
To evaluate local government performance with Scientific Concept of Development intrinsically demands to set up and insist on three value - orientations, i. e. , people - orientation, harmonious and sustainable development and all - round, practice, the masses standards; The fundamental framework of local government performance evaluation should includes the subsystems of appraisal, outcome application and support ; The scientific and standardization of government management urgently needs local government performance evaluation to realize scientization, democratization, institutionalization steply.
