The global question is the one of overall and strategic importance. The harmony between mankind and nature, the construction of ecological atmosphere and the realization of sustainable development are the cornerstones to solve the global question. This paper analyzes the original cause and possibility and puts forward countermeasures for solving the global question in system theory.
