Recently more and more small towns began to search and figure urban characteristics, change and improve the images. Overall planning of central Anfeng town was taken as example. According to its resource status and cultural background, with the guidance of constructing the harmonious development of old city and new district and building the urban space with distinctive features, characteristics of small towns were created by using specific control measures and guiding the material and non-material elements of towns. The aims, principles and approaches of how to figure small town characteristics facing implementation during the overall planning stage were discussed.
