With the scientific and technological development, editors are faced with the challenge due to the fast growth of knowledge and information, and the quick obsolescence and updating of knowledge. It is a vital and constant requirement for any editors to possess the high quality. Four approaches to construct the high quality have been discussed in the paper：1 ） political quality; 2） ethical quality; 3） cultural quality; 4） literate and critical ability.
