文山州消防支队“三基”工程建设纪实

Three-Basic Project in Wenshanzhou Fire Brigade

文山壮族苗族自治州位于云南省东南部，面积31456平方公里，人口335万，辖8个县、102个乡镇、40个社区、122个派出所。全州8县均被国务院、省政府列为贫困县，财政收入不足10亿，是典型的老、少、边、穷地区。2007年，是公安消防部队实施“三基”工程建设的重点突破年，文山州公安消防支队紧紧围绕国务院15号文件契机，提请州政府将“三基”工程建设纳入政府消防安全责任工作目标，

2007 is an important year for firefighting force to practice the Three-Basic Project.In this year,Wenshanzhou fire brigade suggests to put Three-Basic Project into the objective of government fore security responsibility system according to the 15th document of State Council,and puts forward 3456 philosophy （three bases,four projects,five tasks and six breakthroughs） based on the mindset of ＂constructing effective mechanism,clearing responsibility,strengthening consciousness and emphasizing fulfillment＂.
