论经济学视野中公共价值的生成与实现

On Discussion of the Born and Realization of Public Value in Economic Visual Field

由于公共需要的存在,也就存在社会或者众多个人作为一个整体充当价值主体的价值,即公共价值。经济学视野中公共价值的核心是效率。为了实现这一价值,公共部门需要有效承担三大职能:资源配置职能、收入再分配职能和经济稳定与增长职能。

Because of the existence of public need, there exist a value in which numerous individuals or society as a whole act as the value corpus ,namely public value. The core of public value is an efficiency in the economic visual field. For carrying out this public value, public sections need to undertake the three greatest functions effectively： the functions of allocating resources, the functions of redistributing income and the functions of keeping economic stability and growth .
