对生产要素(区分为人力资本和非人力资本)的占有状况决定了生产要素所有者和使用者的行为。生产要素所有者和使用者的行为决定了经济增长方式。从计划体制和转轨体制分别提炼出两个理论化的体制:典型体制Ⅰ和典型体制Ⅱ。在典型体制Ⅰ中,经济增长的粗放方式具有一定的必然性。在典型体制Ⅱ中,资本按节约的方式使用已经实现,但按节约的方式使用土地尚缺乏足够的激励;具有分配效应的技术进步对经济增长产生了重要的作用,具有生产效应的技术进步所起的作用尚不足。

The possession of essential factors of production （including human capital and non- human capital） determines the behavior of their owners and users, which determines the modes of economic growth. In Typical System Ⅰ abstracted from planned system, the extensive mode of economic growth is to some extent inevitable. In Typical System Ⅱ abstracted from shunt system, the economical usage of capital has been realized, but the economical usage of land has not adequately been encouraged. The technological progress with distributive effect plays an important role in economic growth, while that with productive effect functions inadequately.
