The ＂fourth＂ crisis in the history of international oil resources is coming, and the prices of natural resources in China is coming more and more close to international prices. The increasing international oil prices directly give great pressure to the safety of Chinese economy. In order to protect the safety of Chinese economy, it is necessary to take full use of ＂domestic and foreign markets＂, ＂domestic and foreign resources＂, and set up international traffic channel of oil resources in southwestern China.
