摘要
通常所谓的油船，是指运输原油的船，油船事故是指油船在航行或停泊作业时所发生的意外事故，据统计，2001-2005年的油船事故年均发生量下降到140起，但造成的人员伤亡和财产损失却在不断增加。中国是石油进口大国，居世界第二位，且港口吞吐量呈增长趋势，随着大型、超大型油船进入中国水域频率的增加，油船事故的隐患也在增加。
Oil tanker accident refers to the.unexpected accident happened when the oil tanker is on the navigation or at anchor. China is the second biggest nation of oil import, and the harbor throughput assumes a growing tendency. With more big tankers and supertankers enter Chinese water areas ,the hidden danger of oil tanker accident is also increasing. Therefore, the study and mastery of how to handle oil tanker accident is very significant to enhance the handling efficiency, reduce the personnel casualty and property damage.
