摘要
阐述工程设计与技术进步的密切关系以及它在基本建设中的“龙头”作用;指出工程设计是科技成果转化为生产力的重要环节。对于缺乏必要的工业试验和工程研究的一些科技成果来说,设计者的参与就是继续完成技术开发的任务。设计单位由于专业齐全、资料充实和工程实践经验丰富,能够在技术经济评价中提出中肯的意见。工程公司拥有工程设计软件品种和数量的多少、对软件的掌握程度以及活跃的二次开发能力和创新能力是衡量该公司技术水平及能否持续进步的主要标志。
The close relation of engineering design with technology progress and its leading role in capital construction were expounded. It was pointed out that engineering design is an important link in transformation of scientific achievements into productive forces. For those scientific achievements lacking of necessary commercial test and engineering research, participation of engineering personnel is the continuation of accomplishment of the technical development task. With complete specilities, subetantial literatures and rich experiences in project practices, the engineering firms can propose pertinent opinions in techno-economic evaluation. It was pointed out that for an engineering firm, both variety and quantity of in-house design softwares, degree of mastering these softwares,active redeveloping ability and creative ability etc. are major signs measuring its technical level and continually progressing ability.
