摘要
在介绍外国矿产资源产权制度与使用制度的基础上,回顾了建国以来我国矿产资源制度的历史沿革与矿业权市场的形成过程。针对我国矿业权市场发展中的现状与存在的问题,提出了要理顺经济关系,吸引投资主体,发展相关产业,探索矿业权证券化等政策建议。
This paper, based on the property system and utilization system of mineral resources in some foreign countries, retrospects to the evolvement of internal mineral resources system and formation process of mining rights market since the foundation of the People＇ s Republic of China, and presents approaches to the present situation of China＇s mining rights market, including coordinating economic relations, attracting investment, developing relevant industries and exploring security market for mining rights.
