Discussion on the urban three-dimensional development strategy

近年来,城市人口的大量增长使城市的土地资源日趋紧张。随着我国建立集约型社会战略的逐步实施,城市立体开发的规模将不断加大,由此使城市规划和城市建设管理面临着不少新的问题。对城市立体开发的涵义、作用、研究内容进行了阐述,并就土地上、下部空间的所有权和使用权的权限问题进行了分析,以期引起人们对这些问题的重视。

With the acceleration of urbanization and growth of re：ban population, land resource has been more and more scarce in China. The scale of three - dimensional city development is constantly enlarged with the implementation of the strategy of establishing compact society. Accordingly, urban planning and urban construction begin to encounter more and more problems. This paper explains the meaning, the function and the study objects of three - dimensional city development, and even explores the limitations of proprietary right and using right of urban land so as to arouse people＇ s attention.
