旧城改造的社会性思考

Thought on the social problems brought by old-city renewal

改革开放以来,土地的有偿使用、房地产业的兴起和市场经济机制的运作,使停滞不前的城市旧区改造获得前所未有的机遇,旧城区改建步伐大大加快。然而不少实践表明,改建的目标多从经济角度出发,忽略了从和谐的、长远发展的社会性角度去制定相应策略,以致出现众多问题。从旧城改造的社会性角度出发,分析了目前改造面临的种种问题,以期决策和实践者加以注意,避免留下改造后的社会久远隐患。

Since the reform and opening up, old - city renewal which develops slowly has got unprecedented opportunities to speed up its development with the operation of land use upon consideration, the rising of the real estate industry and the running of the marketing economy. However, most practices show that the old - city renewal most starts from the view of economy and neglects making strategies from the social aspect of long- term and harmonious development. This paper, from the social viewpoint, debates on the problems existing in old -city renewal and gives alarm to avoid lasting social disadvantages.
