SCO Energy Club: choosing China's position

俄罗斯倡议建立上海合作组织能源俱乐部,是一具有深远地缘政治和地缘经济目的的战略性举措。建立上合组织能源俱乐部虽可增强俄对中亚油气的控制能力,但仍有利于我国能源安全,有利于我国展示和推行新能源安全观,有利于增强上合组织的活力,有利于中俄战略协作伙伴关系的深化,有利于抵御外部势力对中亚的扩张。建立上合组织能源俱乐部可能同时带来某些挑战,但应从战略层面观察我国与俄罗斯及中亚国家的关系,通过俱乐部机制规则的制定,避免不良事态的出现。上合组织能源俱乐部是一种全新的合作机制,需要一个磨合过程;俱乐部机制和规则的建设关系重大,必须格外谨慎。因此,宜采取“稳步推进、水到渠成”的做法,先建立上合组织“能源论坛”,待条件成熟时,再适时升格为上合组织框架下的“能源组织”。考虑到在此问题上的广泛利益及上合组织的发展,我国在建立上合组织能源俱乐部问题上宜全面论证、权衡利弊,把握机遇、不惧挑战,积极主动、稳步推进。

Russia's proposal to set up an energy club within the Shanghai Cooperation Organization (SCO) is perceived as a strategic move with profound geopolitical and economic implications for the region. Though the club might be manipulated by Russia to increase its control over oil and natural gas resources in Central Asia, it is helpful for China to beef up its energy security, foster China's new thinking on energy security, better the organization and operation of SCO, consolidate China's strategic partnership with Russia, and protect Central Asia from expanding outside influence. New challenges might also come up as a result of the proposed energy club. Therefore, setting up a significant club mechanism and rule-making relationship must be done especially carefully. This process should be steadily advanced so that success will come when conditions are ripe. These changes need to be addressed in the interest of relations between China and Russia and the Central Asian countries by putting in place rules governing its operation. As a brand new form of cooperation, the SCO energy club might take some time to get properly moving. Beginning with an 'energy forum' first established under SCO and, only after the conditions needed are in place, elevating it to be a 'SCO energy organization'. China should consider the club's extensive benefits and contribute to the organization's development.
