截至目前,在萨哈林岛上及周边海域共发现75个油气田,陆上勘探较为成熟,海上勘探程度相对较低,具有较大的勘探潜力。据IHS数据库的资料(2007年),萨哈林地区石油地质储量为94.03亿桶,天然气可采储量为38.40万亿立方英尺,凝析油可采储量为5.67亿桶。萨哈林1号、萨哈林2号的对外合作为产品分成协议模式,其他项目为矿税制合同模式。由于萨哈林1号、2号项目的产品分成协议条款对俄方有诸多不利,俄政府对产品分成协议的授予做出了严格限制。鉴于俄政府利用国有化政策、环保政策等调控外资项目,外国石油公司在俄罗斯开展业务时,必须将自身利益与俄罗斯国家石油公司的利益联系在一起,以规避风险。萨哈林地区的油气开发对俄罗斯远东地区能源供应结构调整以及经济发展具有深远影响,世界能源市场和俄罗斯都将不断地从这些大型油气项目开发中获益。我国应充分利用政治、经济及地缘优势,采用多种方式,探讨与俄罗斯共同开发远东,尤其是萨哈林地区能源资源的可行性。
75 oil and natural gas fields have so far been discovered at the Sakhalin Island and neighboring sea area, with great potential for offshore exploration. According to IHS database 2007, the proved oil, natural gas and condensate oil reserves at Sakhalin region are 9.403 billion barrels, 38.4 trillion cubic feet and 567 million barrels respectively. Production sharing agreements were signed for the implementation of the Sakhalin I and II projects and mine royalty contracts for the other projects. In a response to the Sakhalin I and II projects' production sharing agreement clauses that, for the major part, were unfavorable for the Russia side, the Russian Government has placed strict limits upon the agreement awarding. Given the tendency of the Russian Government to use policies of nationalization and environmental protection for control over foreign-invested projects, foreign oil companies must align their interests closely with those of Russian national oil firms when operating in Russia so as to avert potential risks. The oil and natural gas development at Sakhalin is expected to have a profound impact in Russia's Far East region on energy supply restructuring and economic development, and to greatly benefit Russia and the global energy market at large. China should make full use of its political, economic and geographic advantages, and by a wide variety of means available, explore the feasibility of working together with Russia for joint development of the energy resources in the Far East, particularly in Sakhalin.
