社区参与不足是目前我国社区建设停滞不前的最大障碍。现阶段我国城市居民对社区参与行为主要是一种理性选择的行为,因此,在调动居民社区参与主动性、积极性的过程中,要认真思考居民为什么要参与、参与什么、如何参与、到哪里参与等问题。

The insufficient participation in community is the greatest obstacle of the community development in our country. At present the urban residents of our country always make a reasonable choice about the participation in community. Therefore, with regard to arousing the residents＇ zeal and enthusiasm in community participation, the following problems are worth carefully thinking about such as why to participate, what to participate in, how to participate and where to participate, etc.
