In the course of running schools by social sectors, all things are decided by strategy. The main strategy of the development of civilian-run schools includes six fields, they are ： the developing strategy, the first one, pluralistic one ,blue sea one, standard one and system one. The development of civilian-run colleges and universities wants theoretic guidance, scientific position fixing and setting up strategic conception.
