当今世界经济全球化的速度远比我们想象的要快,各国各种涉外民商事关系的法律也日益发展。因而,国际私法的各项制度的理论和实务研究也提到了更高的层次,公共秩序保留制度便是其中一种对外国法的适用加以排除和限制的制度。

At present, the speed of the globalization of the world economy is much faster than that we imagine, and the foreign-related civil and business laws are also developing day by day. So, the theoretic and real studies of various systems with regard to international private laws are also raised to still higher level ; the maintenance of public order system is one of them that removes and restricts the application of foreign laws.
