目前,我国的电子监察系统处于起步阶段,从总体来看,国内电子监察系统的架构设计还不够成熟,主要问题是架构的伸缩性不足、扩展性不足、数据采集方式不灵活。针对这些问题提出了对上述缺点和不足的改进方式,进而设计了"MDES(Multi-layer Distributed Electronic Super-vision System)电子监察系统架构",该架构具有扩展性良好、数据采集方式灵活、数据集中、分布应用等特点,并建立了垂直监管渠道,该架构在佛山市电子监察系统的建设中有了实际的应用,运行情况良好。

The construction of electronic supervision system in our country is still at the starting stage, the framework design of a domestic electronic supervision system is not ripe enough. The main problems are that the framework is insufficient retractility, insufficient expanding ability and inflexible datum gathering method. This text puts forward advices to improve the above -mentioned shortcomings and deficiencies. Furthermore, designed a ＂MDES （ Multi - layer Distributed Electronic Supervision System）＂ . This text summarizes the characteristic and innovation of MDES framework in following aspects ： 1 ） this framework makes very well data gather supervision in a distribution structure supervision system; 2） this system is adopted for various data collection pattern; 3） with different software empowered, this system combines supervision and control function together. This framework is well applied in constructing an electronic supervision system in Foshan city.
