医院执行“总量控制 结构调整”政策的三年动态经济分析

Dynamic Analysis of Total Amount Control and Structural Readjustment of Income

上海市政府针对医疗费用增长过快、经济社会发展受到严重制约的矛盾,从1994年开始对医院收入实行“总量控制、结构调整”的改革措施。对上海市南市区所辖12家医院1994～1996年连续3年执行该项政策所揭示的医院收入、医疗成本、收支结余进行动态经济分析,提出了完善控制指标、加强管理考核、指导医院经营的对策建议。

The article puts forward proposals on how to perfect control targets, strengthen management check and guide operational mechanisms of hospital, on the basis of making dynamic economic analysis of hospital income, medical cost,and balance sheets of 12 hospitals in Nanshi District of Shanghai in the period 1994-1996, at which hospitals the practice and results of implementation of the reform measure 'total income control and structural readjustment' were assessed.
