For improvement of equity, access, cost - effectiveness, quality and benefits of health services, the article discusses how to strengthen and expand various forms of primary and public health services, and also explores ways for individually oriented special health services such as carrying out these services at certain places and time of hospital services in consideration of disposition, distinguishing features, and objectives of local health service resources.
