Correct selection of target enterprise is the key point for the business to get the Synergies and the strategy aim. Base on the target of maximization of synergies, the paper set up Analytical Hierarchy Process modelwith methods that quantitative analysis combines together with qualitative analysis. It has introduced ap- praisal procedure and step, and has carried on analysis and application with the concrete case study. Foundation of the model may make the assessment of Synergy more scientific and objective, so it will make selection in target enterprises more scientific and effective.
