经济管理是政府的基本职能之一,经济管理中政府在弥补和纠正市场失灵的同时也会产生政府失灵,政府机构的内在性问题、决策者的有限理性、政府决策体制及方式的缺陷、政策实施和执行上的障碍以及政府决策追求的目标与公共利益的偏离是政府失灵的原因,构建职能有限、规则导向、负责任、透明、诚信、服务型的现代政府,既规范政府的职能、行为,又优化政府的体制,是克服政府失灵的根本出路。

Economic management is one of the basic functions of the government, the internal problems of government organization, the limited rationality of decision makers, the defects of strategic decision making systems, the obstacles in policy implement and the deviation of polly aims and public interest are the causes of government defficency. So construct a modem government of limitecl functions, rule-guided, responsibility, transparency, honesty and service is the key to the defficency of government.
