This article first points out that the mechanism of innovation network and the global value chain interaction is that of industrial clusters upgrading. If merely depending upon one of the theory of the region innovation net and the global value chain theory, industrial clusters fall into ＂the network trap＂ or ＂the value chain trap＂.
