出入境管理研究评述

A Study on Entry-and-Exit Administration

出入境管理是对国家出入境秩序的维护和为各类人士出入境权利提供服务,具有社会管理性和公共服务性。出入境管理研究是对出入境管理理念、管理模式、制度建设、热点、难点等问题的全方位研究。出入境管理研究的总结性、逻辑性和预见性有利于支持政府提高执政能力,并引导出入境管理进行新的改革。因此,有必要配合我国出入境管理实践的需求,进行积极思考和探索。对照国外出入境管理办法,汲取其管理理论精华,运用科学的理论框架,系统全面地对出入境管理进行综合分析和理论创新。

The entry-and-exit administration is to observe the order of entry and exit and provide service to various people when they enter or exit a country, so it has the characteristics of social administration and public service. A study on entry-and-exit administration is an all-sided study on the concepts, administrative patterns, system construction, hot issues and its difficulties. The conclusiveness, logic and prevision of it is advantageous for government to promote its abilities in power and leads to a new reform of its own. Therefore, it is necessary to have an active consideration and exploration with references to the needs fi＇om the practice of entry-and-exit administration. Comparing to the methods abroad, it is advisable to take in the essence of its administration theories, implement scientific theoretic frame and systematically conduct a comprehensive analysis and theoretic innovation of entry-and-exit administration.
