论国企产权改革的控制权核心——南京国民政府民营化改革失败的制度经济学启示

Control Power is the Core Issue of Property Rights Reform:the new institutional economics enlightenment of failure privatization in the period of Nanjing National Government

上世纪40年代,南京国民政府曾主导了一次鲜为人知的国营企业"民营化"运动。但由于多种原因,国民政府的民营化改革以彻底失败而告终。本文通过对这次"民营化"过程中暴露出来的制度经济学问题进行分析,阐述控制权在企业产权制度中的核心作用。

1940s, Nanjing National Government led a rarely known S.O.E. privatization movement. However, due to various reasons, the privatization came to completely fail in the end. Based on the analysis of problems exposed in the course of the privatization, the article elaborates the central effect and dominant position of control power in the property rights reform, then gives some policy recommendations related to the reform of S.O.E today.
