MSW regional management has to face such issues as the reform of management system, conflicts of interests within the region, the scarce optimal management means and so on. To solve regional MSW management, the strategy is to establish regional scope and to adjust management system, then to treating it according to the following regional MSW management system technology line, which analyses the waste produce, option of waste disposal, installations of waste disposal facilities and the optimal allocation of refuse logistics.
