摘要
大型国有企业由于受传统人事管理体制的束缚,在创新型科技人才激励方面存在不足。企业博士后科研工作站的成功尝试为人才激励提供了一个新的模式。由此提出人才特区的构想,即对创新型科技人才实行集中统一管理,在特区内应用现代人力资源管理方式方法进行激励和开发,从而为创新型科技人才培养创造良好环境。
Because of the restrained of traditional personnel system in large state -owned enterprises, there were some problems in the encouragement of innovative qualified scientists and technicians. The successful sample of Postdoctoral researcher station provided a new mode of talents encouragement. So the author proposed the idea of the special talents zone. The innovative qualified scientists and technicians would be managed completely. In the special talents zone, talents would be encouraged and developed by the method of modem times human resource. So the excellence environment would be crated to cultivate the innovative qualified scientists and technicians.
