摘要
通过分析输电线路N-1故障发生的概率分布函数,计算了各种安全限制被破坏后的成本函数,并利用基于可用输电容量灵敏度的分析方法将依据风险理论得到的系统总安全成本公平地分摊给市场参与者,从而得到输电安全价格。该价格制定方法,为在市场环境下系统独立操作员预知加大交易量所面临的安全风险提供了可靠的技术依据,同时也为发电公司合理参与市场交易提供了电网安全的重要信息,具有较强的实用性。
This paper presents a comprehensive pricing method for quantifying the transmission security cost,which is based on risk theory and sensitivity analysis. The security cost is decided according to the probability of various N-1 contingencies occurring and the cost of the associated security limit violations. Next, this paper distributes the security cost equally to all participants based on the impact of their transactions on the ATC. The nodal security price can be obtained finally. All above-mentioned approaches have strong practicability,which can help ISO to forecast security risks when increasing transaction volumes and for power companies to obtain important information on grid security when bidding in market environment.
