农民工社会保障制度:现状、问题与设想

The Social Security System of Peasant Workers:the Situation,Problems and Measures

我国农民工的社会保障仍处于制度建立的初期,各地农民工社会保障政策呈现出多样性,在制度的运行过程中也存在一些问题:如企业和农民工都不愿参加社会保险、社会保障项目供给与需求存在结构性矛盾、未能与加快农民市民化进程相协调。本文针对现存问题提出了完善农民工社会保障制度的几点设想。

The establishment of social security system of peasant workers is still in the early stage. The relevant policies vary in different areas, and there are still some problems in system operating, such as, unwilling participation in social security by both enterprises and farmers, the structural contradictions in supply and demand of social security, and the failure to coordinate with speeding-up citizenization process of peasant workers. This paper presents some ideas for improving the existing social security system of peasant workers.
