从区域合作发展的国内外背景,国家和区域教育合作的政策及协议纲要,区域悠久的历史文化以及当地政府重视高等教育等方面阐述合作的有利条件;提出相互招生合作、相互办学合作、加强学术交流合作、建立双方人才流动机制、举行教学、科研成果互展等建议;分析区域比较优势谋划未来的合作发展路径。

This paper elaborates on the advantages of cooperation from such aspects as regional development background home and abroad,policies and agreements between countries and regions,long history and culture in the region,and local government's priority of developing higher educational cooperation.The paper puts forward such suggestions as cooperation in fields of recruitment,running schools,enhancing academic exchange,and mutual talents exchange system,and holding exhibitions of teaching achievements.The paper also analyzes the regional comparative advantages,and makes a plan for future cooperative development.
