摘要
政府绩效评估是地方政府管理创新研究的新视野,它从管理理念、体制、机制以及方式方法等各个层面推进地方政府管理创新。绩效评估推动地方政府逐步树立以结果为导向、顾客至上、责任行政、以人为本等新理念;推进分权管理体制、财政管理体制、公务员绩效评估体制创新;推动地方政府决策机制、执行机制和监督机制的创新及绩效预算机制和公民参与机制的构建;推进地方政府行政审批方式、公共产权经营方式以及电子化治理方法的创新。
Government performance evaluation is a new field of research in the study of innovative administration of the local government, boosting the innovation of the local government's administration at various levels by using administrative concepts, systems, mechanisms, forms, approaches, etc. The performance evaluation will impel the local government to gradually establish new ideas of result-orientation, taking the customer as the master, responsible administration, putting people first, etc. This will promote the innovation of the decentralized administrative system, financial administrative system, and civil servant performance evaluation system; push the innovation of decision-making mechanisms, executive mechanisms, and supervision mechanisms of the local government; increase the construction of performance budgeting mechanics and civic participation; and boost the innovation of the administrative approval form, public property rights operation form, and electronic control method.
