This paper creates a survey system of Shijiazhuang＇s rural residential areas about water and soil conservation, and presents an analysis frame in form with uncertain information. It also creates a fairly integrated experts＇ policy-making system and solves the problems of forecasting, conducting and planning in the field of ecology construction of water and soil conservation in Shijiazhuang rural residential areas and diversified models of ecological self-cycle. Besides, it provides the theoretical foundation for different rural residential areas selecting their ecology construction that fits them according to the survey system.
