Constructing the Impartial and Harmonious Socialist Income Distribution System

社会公正是衡量和评判社会收入分配制度是否合理的核心价值理念和价值目标。当前最大的不公正是机会的不平等。只有把社会公正作为改革发展的指导思想和基本原则,作为基本价值尺度和评判标准,一方面,加强和完善收入分配制度和体系的法制建设,促进收入分配的机会公平;另一方面,健全和完善社会保障制度建设,促进收入分配的结果公平,才能构建公正和谐的社会主义初级阶段的收入分配制度。

Social equity is the core value concept and value goal to measure and judge whether the social income distribution system is proper. However, in our country the biggest inequity is the inequality in opportunity. Only if we use social equity as our guiding thought and fundamental principle of reform and development, as the basic measure value and judgment criteria can we construct an impartial and harmonious income distribution system in the preliminary socialism. To do that, on the one hand, we must strengthen and consummate the law construction to ensure the income distribution system and promote the opportunity equity in income distribution; on the other hand, we should strengthen and perfect the social security system construction, and promote the result equity in income distribution.
